Cost one barrier to security cameras in regional taxis

The department has been discussing cameras in the larger regional centres over a number of years, says Aaron De Rozario, General Manager of Passenger Services.

A recent assault on a Bunbury taxi driver has again highlighted the matter. However, there's generally been a low level of interest in cameras, says Aaron.

"In regional areas, there's no obligation for an owner to provide CCTV in their cabs.

"It's up to the individuals to look at their circumstances."

Given that changing nature society, it's an issue that needs to be relived on a regular basis, he feels.

In the Perth control area which includes most of the metropolitan area, a vehicle must be fitted with an approved camera, Aaron explains.

Funding of one of the stumbling blocks for regional operators, Aaron agrees. In Perth, CCTV must be installed in a new cab as part of the standard equipment.

However, for operators who are upgrading their camera from an older unit, there is a subsidy, he adds.

"That subsidy is paid for out of the taxi industry development account which is an account which is contributed to by the Perth taxi industry.

A number of factors make it difficult to evaluate the effectiveness of the cameras in preventing crime against taxi drivers, says Aaron.

"It's very hard to do that sort of analysis because there are a number of things which are changing at the same time: the number of taxis that are active has changed, the number of journeys undertaken is also changing."

"The current ones record conversations as well as provide footage."

As well, he states, "the number of requests from police has increased significantly". Among the reason for that situation, says Aaron is the fact that because the new cameras are able to show the context of an incident.

The evidence is no longer solely one word against another.

"Also because there's external cameras, there's been a lot of requests for downloads, not because of an event that happened involved the taxi, but because the taxis been in particular area at a particular time.

"There's a number of factors that skew those numbers."

"We're currently in discussions with police getting a much better understanding of crimes involving taxis so that we can better tailor initiatives to improve taxi security."

The cost of installing CCTV in a vehicle varies,Surveillance CCTV Cameras. According to sources in the state finance department, the move is aimed at curbing the growing tendency. says Aaron but would generally by in the range of $3,200 to $4,500.

"They have an expected life of five years." Whether such an expense would be a hardship would depend on the taxi revenue, he says.

"In a larger centre, a taxi can be earning a significant amount of money."

The cameras can be transferred one from car to another, says Aaron. "In many cases, the camera will outlive the vehicle it was originally put in."
